Job Description:


The Chief Sales, Marketing and Retention Officer is accountable for achieving the membership growth objectives of Aspire Health Plan’s (Aspire) Medicare Advantage Prescription Drug plans, as well as supporting the expansion and growth of other business lines of the company as may be directed by the Board of Directors in the future.  As a member of the Aspire’s senior management team, this position is expected to be an active participant in the development and execution of Aspire’s strategic and tactical planning to include but not limited to budgeting and personnel management. Duties include setting targets for, and working in collaboration with the parent organizations’ Communication and Marketing Departments in the development and production of all marketing and advertising materials; assisting with promotional activities and events; participating in strategic development of the plan’s product development, marketing and sales functions; ensuring sales targets are met; and general business development related to membership growth. The Chief Sales, Marketing and Retention Officer reports to the Chief Operating Officer (COO) of Aspire.


  • Responsible for setting and achieving growth targets that support market goals and objectives for Aspire’s long term financial plan.
  • Responsible for designing the annual marketing plan to include non-traditional and innovative programs.   These could include direct to consumer and employer group programs, special educational or wellness events, as well as collaborations with medical groups.
  • Responsible for setting sales-related activity targets, such as leads generated, including geographic and demographic characteristics, and in recommending approaches to lead generation. 
  • Responsible for establishing product and market-related content, and working in collaboration with the parent organizations’ Communication and Marketing Departments who will take responsibility for graphic design, print production and placement of marketing and benefit disclosure materials. Will work with employees at all levels of the company to collect requirements for sales materials, advising them on best practices and methods for achieving their desired communication objectives.
  • Responsible for the health plan’s online and digital experience for lead generation and customer journey.  Manage the Plan Website including the Blog and related Content Member Portal, online enrollment application, CRM, and all social media platforms.

  • Develop and manage the team that executes customer engagement strategies to minimize member attrition, and boost member loyalty and referrals. This includes customer service call center, member health rewards program, Ambassador Program, Community Connections and health screening initiatives.

  • Provide leadership and direction on customer engagement strategies to increase the CAHPS scores on member satisfaction.

  • Ensures compliance with all State and Federal requirements governing a Department of Managed Healthcare (DMHC) Knox Keene licensed health plan and Centers for Medicare & Medicaid Services (CMS) approved Medicare Advantage organizations as it relates to marketing, advertising and sales. Manages the review and submission of all marketing and advertising-related materials to the respective regulatory agencies, utilizing their platform such as HPMS in the case of CMS.

  • Completes required CMS, DMHC and internal reporting consistent within timeframes and accuracy parameters of regulatory or company policies.

  • Assists with strategic planning of education and sales events and support activities.

  • Develops budgets and manages acquisition costs relative to approved budgets for the Marketing, Sales and Retention department.

  • Provides leadership and direction for product development, sales and account management staff.

  • Manages sales activities, including product development, lead management, account relationships, and sales activity reporting.  Develop sales strategies and builds membership in assigned territories. 

  • Keeps senior management informed about major service issues, client concerns and other relevant business issues. 

  • Collaborates with the Chief Operating Officer (COO) and the Compliance Officer to manage government relations and public relations activities.

  • Completes other projects and duties as needed or assigned by the President/CEO and/or COO.

  • Bachelor’s degree in marketing, business administration, communications or other related field required. Master’s degree preferred.
  • Minimum 5 years of experience in marketing and sales management position(s) for a successful health plan with products in the government sector.
  • Life and disability insurance license issued by the California Department of Insurance is required.
  • Experience working with Medicare benefits and CMS requirements for marketing, advertising and sales.
  • Exceptional written and verbal communication skills to develop and write content, edit copy, and conduct presentations.
  • Demonstrated ability to work collaboratively in a matrixed organization, to influence others, collaborate with internal and external contacts, and negotiate for desired outcomes.
  • Must possess valid California driver’s license and clean Department of Motor Vehicles record.
